Forscher Kirk manipuliert im Auftrag von Milliardär Terrell das Wetter: Regen im Sudan, Schnee in der Mojavewüste… Nach dem Motto „Wer das Wetter kontrolliert, regiert die Welt“ denkt Terell an eine militärische Nutzung der Wettermanipulation. Auf Dauer lässt sich die Atmosphäre jedoch nicht kontrollieren und so kommt es zu ersten Opfern. Mit der Ankündigung, an die Öffentlichkeit zu gehen, steigt Kirk aus.
